I think it would be religion. In my opinion, religion is one of the factors that shape the culture of many countries. However, in the modern times, religion had somehow hindered children's understanding about sexual development. They believed that it would encourage teens to engage in pre-marital intercourse. I think sex education should be emphasized to make teens understand the idea of engaging such activity. Giving the knowledge and possible consequences would allow children to understand that it should after marriage and not before it. Although, this would only apply to Christians. I also think that with the help of sex education children would understand why they should protect themselves from STDs and unplanned pregnancy.
